Here, we turn to a 19th-century institution whose express purpose was to spread information (of an approved kind, at any rate): the Ministry of the Enlightenment. Basargina looks at how the Ministry developed its particular means, a journal, to reach its potential audiences directly. This journal provides a case study in such institutional communication in the interests of the cultural policies of the state.
