Does Saadya Refer to the Accents in his Introduction to the Pentateuch?

In the introduction to his long commentary on the Pentateuch, the Rabbanite scholar Saadya Gaon discusses the importance of word groupings. The possibility has been raised that here Saadya is referring to the biblical accents. The purpose of this article is to determine whether or not Saadya has the accents in mind.
